A Norfolk council is seeking to take tough action on people littering, flytipping or graffitiing with fines set to more than quadruple for some offences.

Great Yarmouth Borough Council is considering hiking how much it can charge people caught in the act for a range of misdemeanours through changes to its Fixed Penalty Notice (FPN) policy.

Litterbugs could be fined £250 on the spot - a 200pc increase from the previous charge - while flytippers face a £1,000 FPN, four times more than costs set currently.

The details have emerged in a new report, with cabinet members to discuss the changes next week.

Officers hope they have found the right balance between acting tough on these offences while avoiding having to take someone to court.

The report said the new penalties will be "high enough to act as a deterrent but not so high as to be unaffordable to the residents of the borough.

"Unaffordable high penalties are likely to result in lower rates of payment and more cases being taken to court which would cost the council more time and money."

Cabinet members will discuss the proposal next Tuesday, December 3.

WHAT ARE THE NEW CHARGES?

Fixed Penalty Notices can be issued for a range of offences like dog fouling, littering and breaking no smoking rules in public places.

Over the past four years, 115 FPNs have been issued, with just 16pc of these escalating to prosecution. This equates to 80pc of FPNs being paid without ending up in court.

People can also face a lower fine if they pay it early.

Littering, flytipping, graffiti, breaching Public Space Protection Orders (PSPO) and Community Protection Notices (CPN)have all seen increases.

Other offences like smoking in a smoke-free place and selling multiple cars on the road have remained the same. 

New charges proposed:

Littering - £250 (£150 for early repayment)

Graffiti - £250 (£150 for early repayment)

Flyposting - £250 (£150 for early repayment)

Flytipping - £1000 (£750 for early repayment)

Household duty of care - £300 (£200 for early repayment)

Breach of a PSPO - £100 (£80 for early repayment)

Breach of a CPN - £100 (£80 for early repayment)
