Drivers faced disruption on the A140 due to a broken down vehicle.
Police were called at 1.15pm to the obstruction on the A140 southbound in Roughton, near Cromer.
The road was partially blocked near Back Lane, causing traffic to build in the area.
A recovery team was at the scene.
