Drivers are facing long delays on the A47 into Norwich this morning.
An incident near Blofield has left commuters with up to 90-minute hold-ups.
The road was closed Norwich-bound for nearly five hours for the police incident.

Tailbacks have begun to build from the village back to the B1140 junction in North Burlingham.
One motorist stuck in the gridlock traffic said he only moved "three car lengths in 30 minutes."
He added: "I left Great Yarmouth at 6.50am and 90 minutes later I'm still stuck on the edge of Blofield."
The road was closed by police at around 5.25am following "reports of a concern for safety".
A spokeswoman for Norfolk Police said: "The incident has been safely resolved. The road has now reopened."
The X1, X11 and 15 and 16 bus services also reported disruption.
Police are at the scene began directing traffic by the Kings Head Pub.
