Drivers were facing 35-minute delays on the A140 due to temporary traffic lights.
The congestion was forming near Tasburgh at the roundabout with the B1527.
The temporary traffic lights were installed to allow teams to fix a raised manhole cover.
Heavy traffic was building in both directions with long tailbacks back to Long Stratton and to Newton Flotman.
