A toddler was found in the footwell of a car driving on the A140.
The Roads and Armed Policing Team, assisted by police dog Hera and her handler, were running safety checks near Upper Tasburgh between Norwich and Diss on June 4.
The team stopped a vehicle on the A140 for a routine check.
It was found to be carrying too many passengers, including a two-year-old sitting in the passenger footwell and another infant in an unrestrained car seat.
Three Traffic Offence Reports were issued for the adults in the car.
The driver was additionally reported for numerous offences including dangerous carriage of passengers.
