It was not the first time Norfolk has seen such complaints.

In 1890, the Cromer and North Walsham Post reported on fishermen who lamented men and women "stripping themselves of every shred of clothing and entering the water in a state of complete nudity".

In England and Wales, being naked in public is not an offence unless it can be proven the person disrobed with the intention of causing cause distress or shock.
