An 18-bed hotel could be turned into "assisted living units" for people who need 24-hour support.
The Cooperative Property Company has applied to convert the Stuart House Hotel on Goodwins Road, in King's Lynn.
A planning statement says: "Planning permission is sought for the redevelopment of the existing site and buildings to create an assisted living facility, comprising 21 individual flats with communal space and additional accommodation for two members of staff.
"Each accessible flat would contain a bed space, bathroom, kitchenette and living space."

It adds the development would not be "exclusively for older persons", but would offer 24-hour support with personal care needs, such as washing, dressing, and taking medication.
It says there is a "critical and crucial need" for specialist assisted living accommodation.
A covering letter says: "Stuart House has been operating as a hotel since 2003 where recently it has sold.
"We have undertaken considerable research and consultation to ensure that our proposal is both viable and beneficial to the local community."
A decision is expected from West Norfolk Council later this year.
